No. 1685 was the solitary 'S' class 0-6-0ST rebuilt from a 'C' class 0-6-0 in 1917 and surprisingly for a one-off design lasted into BR days although it wasn't rebranded as such. It was used primarily as a shunter at Richborough but was later moved to Bricklayers Arms until June 1950 following which came allocations to Ashford and finally Dover Marine where withdrawal came in September 1951.
With a newly painted Maunsell mogul in BR lined black livery at the right edge of the frame I suspect that this shot was taken at Ashford.
